
Most often the differences can be directly linked to diagnostic service, by region. It seems that with regards to autism, the US has better diagnostics in place, because the disability is more prevalent.
I am not satisfied that current efforts in DC will produce the immediate results needed. It always takes time to develop a new framework, because everybody has been resting on their laurels for too long.
As I am not institutionally educated beyond high school, I strive on the commonsense approach, which most educated people consider a hazard. Unless you consider where we are now.
But from 2000 to 2004 we had relative autism rates per capita. Somewhere about 2005 we begin to take-off in the United States.
Our legislators are only equipped with republican/democrat logic, so it is doubtful they have the ability to make a connection.
If America were to remain true to herself, somebody already knows the answer. It is likely about dollar bills.

[why would 2010 spike and then decrease. indicative of control]

In this chart we see that Asia is trending upward similar to the US but not the same degree. Both Africa and Europe can be considered relative. Everybody spikes in 2010. Only the US comes back down after spiking.
AI is trying to convince me that the spike in 2010 is down to diagnostic modifications and increased surveillance. I almost never accept AI’s opinions, only its facts.
However, The CDC would have us believe the same:

I received this output from AI when I mentioned the “2010 Spike” without including autism. Once I indicated that the “spike” in 2010 referred to the autism graph, I got a different answer.
It seems as though I have arrived at a conclusion, on accident. If you ask a direct question, AI – like politicians, will dress it up and put a skirt on it. Ask enough indirect questions to get a proper answer. AI is already working for the government, intentional or otherwise.
