The commander in chief is abusing his power in that he is using the military in ways contrary to US law.
When this happens the reenlistment rate goes down. We do not have a commander-in-chief, we have a king.
If America is to continue as a democracy, you cannot make volunteers reenlist. There will be an exodus, because there is no actual leadership. Reenlistment rates are also linked to home.
