  • Origin: The bill was passed by the Senate on Monday in a 60–40 vote, with eight Democrats joining Republicans to break the impasse.
  • Funding scope:
    • Short‑term: Keeps most federal agencies funded through January 30, 2026.
    • Full‑year: Provides funding for SNAP (food aid), WIC (women, infants, children program), veterans programs, and military construction.
  • Backpay & reversals: Includes provisions to reverse Trump administration layoffs during the shutdown and ensure furloughed workers receive backpay.
  • Healthcare subsidies: Democrats sought extensions of Affordable Care Act subsidies, but those were not included. Instead, GOP leaders promised a stand‑alone vote in December.
